About TDF

Technology Development Fund (TDF) has been established to promote self-reliance in defence technology as a part of the 'Make in India' initiative. It is a programme of MoD (Ministry of Defence) executed by DRDO meeting the requirements of Tri-Services, Defence Production and DRDO. 

The scheme encourages participation of public/private industries especially MSMEs to create an eco-system for enhancing cutting edge technology capability for defence application. Read more about the scheme here

Benefits to the Industry

The Scheme aims to provide a major fillip to the Defence Manufacturing sector by encouraging the industry to innovate on Defence technologies, in order to place India on the self-reliance trajectory. In addition to providing the grants-in-aid for the development of indigenous technology, the Scheme also provides the industry with the various benefits.

  • Joint ownership of IPR along with DRDO
  • Sales opportunity to primes as subcontractors
  • Licensing of the product/technology for commercial gains

  • Direct channel of sales in the private marketplace for the development of dual use technology and spin-offs

Engagement of Startups

  • 1
    Estimated cost

    Proposes to target startups for project requirements with an estimated development cost of up to 1 Cr, inclusive of funding support of up to 20% to the incubators associated with the startup.

    financial assistance

    Aims to provide financial assistance to startups for prototype development and trials.

    Partnership

    Option to create partnerships with academia, where the contribution of the academia is up to 40% of the total project effort.

Who can apply for TDF Scheme for Startups?

  • Startup must be recognised by DPIIT. Startups incorporated less than 3 years from the date of submission of application will be preferred. However, all startups are encouraged to apply!
  • Startup should not have received any grants/grants-in-aid by any government scheme for a similar technology
  • Any industry which is a public limited company, a private limited company, a partnership firm, limited liability partnership, one-person company, sole proprietorship registered as per applicable…
  • The industry must be owned and controlled by a Resident Indian citizen with a shareholding of at least 51%
  • Startup should be incubated at one of the Central/State government assisted incubators
  • The incubator should have assisted at least 25 startups, and at least 5 amongst these must be from the Defence and Aerospace sector

Message from Director, TDF

    Greetings and welcome from the Technology Development Fund and DRDO.

    As times change, the approach towards accessible knowledge changes, thereby changing the participation of different stakeholders towards a shared purpose. With the growing participation of the Private Sector especially the MSMEs and Startups globally in bringing new, innovative products and solutions, a need to bring this growing sector into mainstream Defence Production and Development activities has been addressed by TDF, with an aim to make the Indian Defence Sector more “Atma – Nirbhar”, or self-sustaining.

    The Scheme, namely “Technology Development Fund” was established in 2016, as project support for any MSME or Startup which shows active interest towards technology development requirements of Ministry of Defence.

    Currently, the scheme is in its formative years, and your participation, interests and interactions with us will help us in constantly improvising the processes involved, the support structure and all other elements pertaining to the scheme. This scheme is ideally a tool which brings together the Ministry and the Startup and MSME sectors in collectively working towards the single objective of making our Armed Forces self – sustaining. For an accelerated upgradation of the processes involved in the scheme (viz. feasibility analysis, project management support, addressing public queries and grievances and promotion of the scheme) it has found a companion in Invest India, which is India's Investment Promotion and Facilitation Agency under Ministry of Commerce and Industry and Department for Promotion of Industry and Internal Trade (DPIIT) which has invested its dynamic team and leadership in the successful implementation of the scheme.

    With these words, I take this opportunity to welcome you and introduce you to Technology Development Fund, which is a scheme under the Make in India vision of the Hon’ble Prime Minister of India.
