Key Responsibilities
The Procurement Expert will lead Invest India’s procurement function, ensuring compliance with Government procurement guidelines while simultaneously elevating the quality, competitiveness, and strategic value of vendor partnerships.
The role requires a balanced approach — combining strong governance and regulatory adherence with a strategic, business-oriented mindset focused on value creation, quality enhancement, global benchmarking, and long-term vendor ecosystem development.
1. Strategic Procurement & Value Creation
• Develop and implement forward-looking procurement strategies aligned with organizational priorities and growth plans.
• Drive procurement through the design and implementation of robust, competitive bidding frameworks that emphasize quality, capability, innovation, and long-term value creation.
• Collaborate with business leaders to understand functional needs and translate them into strategic sourcing approaches.
• Establish structured vendor evaluation, empanelment, and performance review mechanisms. Identify and onboard high-quality vendors with strong domain expertise, global outlook, and proven service excellence.
• Leverage supplier arrangements for cost optimization without compromising service quality or compliance standards.
2. Governance, Compliance & Controls
• Ensure full compliance with Invest India and Government procurement guidelines, including effective utilization of the Government e-Marketplace (GeM) Portal.
• Maintain transparency, fairness, and audit readiness in all procurement processes.
• Prepare and present procurement approval notes and supporting documentation for senior leadership.
• Manage contract governance, service levels, deliverables, and enforcement of performance standards, including penalties/incentives where applicable.
• Support internal and external audits, ensuring strict adherence to statutory and legislative requirements.
3. Stakeholder & Vendor Management
• Work closely with business heads, finance, legal, and operations teams to develop integrated procurement solutions.
• Lead negotiations to secure commercially sound, quality-driven outcomes.
• Build long-term partnerships with strategic vendors to enhance service quality and scalability as Invest India expands its relevance domestically and globally.
4. Reporting, Analytics & Process Excellence
• Conduct data-driven analysis of procurement spend, vendor performance, and market benchmarks.
• Present periodic procurement dashboards and strategic insights to leadership.
• Drive centralization and process improvements to enhance efficiency, transparency, and value for money.
• Update procurement policies, SOPs, and templates in alignment with evolving regulatory frameworks and best practices.
Qualifications
• Master’s degree in Supply Chain Management, Business Administration, Commerce, or a related field.
• Minimum 10-12 years of progressive experience in procurement, contract management, vendor management, or supply chain — preferably within Government or quasi-government organizations. thorough knowledge of GEM is must.
• Demonstrated expertise in public procurement frameworks and extensive experience on the GeM Portal.
• Proven track record of building strategic vendor partnerships and driving quality-led procurement outcomes.
• Strong negotiation and analytical skills with experience in delivering measurable cost efficiencies and service improvements.
• Deep understanding of Indian public procurement processes, compliance frameworks, and audit standards.
