About the Department

Invest India is the National Investment Promotion and Facilitation Agency. It is a joint venture between the Department of Promotion for Internal Trade & Industry (DPIIT), Ministry of Commerce and State Governments. It hosts teams working with various Govt. initiatives such as Make in India, Startup India, AGNIi, and PMG.

About the Office of the Principal Scientific Adviser.

In November 1999, Cabinet Secretariat established the Office of the Principal Scientific Adviser (OPSA) to the Government of India. The PSA’s office aims to provide pragmatic and objective advice to the Prime Minister and the cabinet in matters of Science and Technology.

About the AGNIi Mission: The AGNIi Mission is a programme of the Office of the Principal Scientific Adviser to the Government of India, executed in partnership with Invest India; and one of nine Missions under the Prime Minister’s Science Technology and Innovation Advisory Council. The Mission works with Government agencies to determine how national priorities can be engaged, and their resolution assisted, with Indian technological innovation.

Key Responsibilities

Under the guidance and direction of the Scientist ‘E’, Office of Principal Scientific Adviser to the Government of India:

  • Creating strategy and implementation plans with specific guidelines & SoPs in accordance with O/o PSA leadership vision to develop the S&T clusters as vibrant and collaborative ecosystem of research and innovation across all participating institutions in a region.
  • Support the S&T clusters in building partnerships with industry (MSME, start-up, large corporations), other academic institutions, government ministries, state authorities, philanthropic foundations, international institutions and other stakeholders. Also ensuring that the cluster projects synergize with other O/o PSA efforts by making the relevant intra-department connections.
  • Coordinating the periodic reviews of the S&T clusters, briefing the Cluster Project Review & Monitoring Committee on developments in the cluster initiative and ensuring that the clusters are functioning in accordance with the directives of the committee.
  • Capacity building of the S&T cluster teams on variety of relevant topics like fund raising, communications and brand building, proposal pitching, etc. by organizing workshops by external experts.
  • Supporting the O/o PSA in financial review of the clusters, design, development and maintenance of IT infrastructure for the cluster initiative like webpage, reporting portal, etc.

Qualifications

  • Broad understanding of the Indian science, technology, and innovation (STI) ecosystem and a good grasp of the international STI landscape.
  • Good understanding of the broad technology spectrum (preferably someone with a strong background in Technology Studies or Technology Policy Technology/Innovation Management)
  • Science and technology scouting, mapping, landscaping, and forecasting
  • At least seven years experience, preferably;
  • Prior experience in any or more of the following organisations would be strongly preferred: science and technology institutions, think tanks/research institutes, communications organisations.
