About the Department

Invest India is the National Investment Promotion and Facilitation Agency under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India. It hosts teams working with various government initiatives such as Make in India, Startup India, AGNii, and PMG.

Meghalaya Desk at Invest India has been operationalised to leverage investment opportunities in the key thrust sectors to boost trade and investment in the state of Meghalaya.

Key Responsibilities

  • Support in implementation of policy, strategies and programs to accelerate private sector development and public-private partnerships (PPP) in Meghalaya.
  • Identify investable projects (private/ public sector) / opportunities in the state and analyze the viability of the project.
  • Support on a range of PPP projects being considered and structured across state departments and other entities with the assistance of PPP transaction Experts/Advisors.
  • Assist state departments and other bodies in developing, understanding, streamlining, and managing the work of the transaction PPP Experts ensuring project structuring and financial models are well prepared, in accordance with ground realities.
  • Support in assessing viability by analysis of Feasibility reports/ Pre-feasibility reports/ DPRs & Bankability of such projects.
  • Assist in the identification, quantification and management of risks including liabilities of sponsoring authorities & implementation agencies arising from such projects.
  • Development of bidding documents including vetting of concession agreements.
  • Prepare the pitch deck, roadmap for funding support from various funding agencies/banks/FI’s/multilateral agencies for various PPP/public sector projects.
  • Target, facilitate, handhold foreign/domestic private sector entities for trade and investment in/ from Meghalaya.
  • Networking and building partnerships with key stakeholders such as Industry Associations, Chambers of Commerce, Consulates of Embassies/High Commissions, Think Tanks/Research centres, Academic Institutions and the key Industry players present in the region.
  • Work closely with state departments and concerned agencies and help them with their investment targeting, promotion, and facilitation of private sectors in Meghalaya.
  • Undertake market search/business development to promote industry competitiveness of State and propose strategies to enhance Meghalaya as a preferred investment destination.
  • Support the Meghalaya Government in facilitating preparation of capacity building plans for investment readiness.
  • Build and manage relationship with Meghalaya Govt., Senior Government Officials, Political leadership, Policy Makers, Industry Associations and CEOs of Corporates.
  • Coordinate with Invest India for support from several initiatives such as Startup India, AGNIi, ODOP, Project Development Cells, Country Desks, IIG, PMG, etc.

Qualifications

  • Master’s degree in Economics, Business and/or other related fields. University degree with specialized experience in Business Administration, Finance, Economics, and/or related fields in similar organization/s, may be considered in lieu of a Master’s degree.
  • The candidate should have a minimum 3-5 years or more experience in infrastructure sectors with minimum sectoral experience of 2 years in developing, structuring, and managing PPP projects across physical and social infrastructure sectors in India.
  • Experience of working with Government (State or Central) will be appreciably considered.
  • She/he should have an excellent understanding and expertise in PPP methodology and framework; formulation, appraisal and approval procedures for PPPs; tendering processes; legal and contractual arrangements; concession agreements; infrastructure development financing, and various methods of structuring PPPs, etc.
  • Strong business communication and etiquettes, networking skills, and stakeholder management
  • Highly motivated, multitasking, flexible to achieve task in hand
  • Excellent Communication (verbal/written), People and Analytical skills are a must for the role.
  • Prior understanding on administrative set-up at a state and business ecosystem would be preferable.
  • Expertise with Microsoft Excel, MS Word, Power-Point and Strong Presentation Skills.
  • Language proficiency: Hindi, English, regional Indian language (preferred).
