Invest India is the National Investment Promotion and Facilitation Agency, constituted under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry. As the national investment promotion and facilitation agency, Invest India focuses on sector-specific investor targeting and development of new partnerships to enable sustainable investments in India. In addition to a core team that focuses on sustainable investments, Invest India partners with substantial investment promotion agencies and multilateral organizations. Invest India also actively works with Indian states /UTs to build capacity as well as bring in global best practices in investment targeting, promotion and facilitation areas.

The primary purpose of this position is to provide procurement, contract and supplier relationship management support to Invest India team, throughout the contract management and procurement lifecycle.

 

Key Responsibilities

  • Identification, development, delivery and management of procurement strategies that support the organisations objectives.
  • Involvement of all required stakeholders in tender development.
  • Ensure that Tenders developed and advertised to agreed timelines.
  • Ensure that evaluation process is fair, transparent, robust and conducted in accordance with best practise standards.
  • Preparing all the internal memo for approval related to procurements.
  • Ensure procurement activities meet All Invest India/Government procurement expectations and guidelines.
  • Development of strategies to support centralisation of procurement activities.
  • Continuously review opportunities for delivery of procurement best practice and leveraging of supplier arrangements and contracts across Invest India to deliver business efficiencies and enhance value for money.
  • Coordinate with other department to identify and manage collaborative approaches to procurement solutions.
  • Undertake detailed analysis of complex procurement information that supports the identification and creation of procurement and/ or sourcing strategies.
  • Internal and external relationships and networks are established, maintained and fostered.
  • Ensure full compliance with legislative, audit and statutory requirements.
  • Provide input into the follow up and implementation of internal and external audit recommendations.
  • Coordinate with legal and finance team to close the contractual responsibility.
  • Maintain and update procurement policies and templates for the Procurement and Contracts.
  • Create and implement regional procurement strategies that are innovative, cost-effective, and incorporate the growing complexities and challenges within industry.
  • Build long-term relationships with vendors in the industry.
  • Compare proposals for price and specifications
  • Negotiate with vendors to reduce costs
  • Review contract in coordination with legal team for specifications on behalf of the company
  • Communicate with vendors to ensure that the product arrives in a timely fashion
  • Build and maintain long-term relationships with critical suppliers
  • Manage technological systems that track the shipment, inventory and supply of materials
  • Lead transformational activities to build procurement organizational capabilities and improve procurement efficiency
  • Prepare daily, weekly and monthly procurement reports
  • Ensure adherence to all safety, health, and environmental rules and regulations
  • Keep abreast of changing industry trends
  • Ensure Procurement and Contracts with monitoring and tracking contract service levels and ensure commercial performance through enforcement of contract levels such as penalties and incentives.
  • Contracts are within term and not past expiry.
  • Contracts are signed before work commences.
  • Contribute to the preparation of well-considered and appropriate procurement plans for a range of procurements, including, analysis and research; and the specific definition of requirements.
  • Develop good practice evaluation models, including criteria definition and weighting.
  • Manage effective external communications related to the tender process.
  • Manage the proper receipt and handling of supplier submissions and facilitate the robust evaluation of submissions.
  • Contracts meet best practise legal and ethical standards and are approved by the legal team.
  • Provide timely and expert procurement advice and guidance to internal customers and external suppliers.

 

Experience and Qualifications

  • The candidate should be postgraduate with relevant work experience for a minimum 5 year
  • In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiation terms.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access).
  • Management and leadership skills.
  • Multi-tasking and time-management skills, with the ability to prioritize tasks.
  • Highly organized and detail-oriented.
  • Excellent analytical and problem-solving skills.
  • Preference may be given to candidate who may have work on Government related procurements or have worked with Govt/PSU or related entity .
